Budgetary Allocation to Environmental Management, Education and Awareness per capita

Introduction

This indicator is a response indicator that reports on the financial commitment of provincial government to environmental management, education and awareness raising as by providing adequate financial resources to these issues, this indicates political commitment to them as well. Furthermore, expenditure on environmental education and awareness, in particular, may lead to increased involvement and empowerment of people in environmental issues (DEAT, 2002).

Assessment of Data

The Mpumalanga Department of Agriculture, Conservation & Environment (DACE), now the Department of Agriculture & Land Administration (DALA), provided figures on the budgetary allocation to Environmental Management and Education (DACE, 2003). The budget allocation for Environmental Management includes four items, namely:

  • Policy development and planning;
  • Waste management;
  • Impact assessment (including EIA and SoE); and
  • Compliance and Monitoring (Morris, 2003).

The graph below shows an increase in the budgeted allocation to both Environmental Management and Environmental Education in the province over the past two years and it is evident from this data that from the resources allocated to Environmental Education that this receives a higher priority, underlying the belief that " prevention is better than cure ".
