IDP Committment to the Environment

Introduction

This state indicator measures local level commitment to the environment displayed by local authorities in their Integrated Development Plan (IDP). Information for this indicator was gathered through a set of questions against which each IDP document was assessed to determine the level of local commitment to the environment, expressed through the IDP.

Assessment of Data

It was evident from this assessment that few of the IDPs show an understanding of the implication of the environmental policy and legislative framework within which they operate while 43% of responses showed some understanding. Only 3 of 14 documents assessed showed some sort of municipal structure and mechanisms for the responsibility and accountability of environmental issues. Few, 20 to 30% of the IDP documents indicate the presence of the Integrated Environmental Programme (IEP) or an Integrated Waste Management Plan (IWMP), with only 10 to 20% of the documents showing any concomitant budget for these programmes. Only one IDP document showed any understanding of how the Environmental Impact Assessment (EIA) legislation should be complied with during the implementation of listed (scheduled) projects.
